I have the honour to acknowledge the re-
ceipt of your Circular Despatch of the 21st.September regard-
ing the general terms and conditions upon which concessions
are granted for the landing of electric cables and the estab-
lishment of telegraph stations on the coasts of British co-
lonies.
2. The question of cable reserves is one
which has for some time been engaging my attention in con-
nection with certain offers for the purchase of land upon
which the cable stations now stand, and the necessity for
changing the position of the cables if the land in question
is sold.

3. The history of cable reserves in this
Colony will be found fully detailed in the précis which is
attached to the correspondence transmitted herewith. The
Agreement with the Great Northern Telegraph Company of Octo-
28th. 1870 which is referred to in the Precis will be
found as an enclosure to Major General Whitfield's despatch
No.97 of the 31st. October in that year, to which I have the
